After Liberty, I'd say Jack Palance in Shane and Strother Martin in Will Penny.

Oh! And Bruce Dern, in The Cowboys. What a dastard.

I'd add Robert Ryan in THE NAKED SPUR to those listed here.

He was bad ! In " Wagonmaster ", Charles Kemper as " Uncle Shiloh " was a bad " daddy " too. " Liberty Valance ", " Old Man Clanton ", and "Uncle Shiloh " were men with whips, and all three films were directed by John Ford. I hope that " Wagonmaster " gets the DVD treatment very soon

For me, this distinction would fall to two characters in a dead heat tie.
Annoyingly, I cannot remember the exact character name for either of those two misanthropes, most probably because they both make their appearances in two fairly recent Westerns, neither garnering much fanfare.
All that notwithstanding, the first one is the psychopathic Mormon outlaw from the early 90's TV film: The Tracker (later retitled to the far less apprpriate Dead or Alive), which featured the iconic Kris Kristofferson in one of his best roles.
The second one is the monstrous, seemingly-indestructable Apache brujo who terrorized (and/or slew) all the other principals in 2004's The Missing, a sadly underappreciated movie, somewhat reminiscent of DeLaurentiis' evocative White Buffalo. I felt Ron Howard coaxed some unique performances from Tommy Lee Jones & Cate Blanchett, and that demonic brujo made my heart race!
